The Privately Sponsored Students Programme (PSSP) was introduced in 2002/2003 for the purpose of increasing opportunities for university education in Kenya. The administration of the PSSP programme was based on Moi University programme. In the continued effort to produce an improved policy for PSSP at MMUST, an improved version of the Moi University policy was produced in October 2004. The policy has served the university reasonably well. However, owing to the rapid growth of the
programme, new and emerging issues have become apparent hence the need for a review of the existing policy.
Objectives

Consolidate and expand existing catchment area and increase student enrolment by 20% annually

Cultivate, position and maintain PSSP image

Enhance efficient transport and communication systems

Attract, develop and retain competent staff

Establish a strong PSSP capital base

Increase income by an average of 15% per annum

Complement the relationship between PSSP, University organs and other stakeholders.

Administrative Structure
The PSSP programme at MMUST will be implemented in a devolved structure. This means elimination of long bureaucratic processes. The processes will be kept as short as possible from initiation to final approval. A two stage movement is envisaged. Activities requiring expenditure will be initiated at the programme level (or departmental level) and approved at the School/centres/Faculty level. However, policy issues will be handled by the PSSP University Wide Board (schedule 1) and academic issues by the Senate.
PSSP Directorate (schedule II) will be required to link common activities, such as advertisements, financial records and overall programme coordination. It will also ensure synergy in utilization of resources and maintenance of manuals, standards and service records across the programmes. The administrative structure is summarized as follows:
The PSSP programmes are administered through a Directorate office, which is reflected on the MMUST PSSP administration structure
* The Directorate shall relate to all schools and colleges.
* The roles of the various university organs involved in the running of the PSSP are detailed in schedule III.
* The functions of the PSSP University Wide Board, PSSP Directorate Board and Faculty PSSP committees are as described in schedule VI.
* The administration processes for activities are initiated by the programme unit (academic departments), recommended by the faculties/centres/schools and approved by the PSSP University wide Board and communicated to other relevant organs of the university.
